According to the commandment of the Lord

Joshua 15:13–19, “And unto Caleb the son of Jephunneh he gave a part among the children of Judah, according to the commandment of the LORD to Joshua, even the city of Arba the father of Anak, which city is Hebron. And Caleb drove thence the three sons of Anak, Sheshai, and Ahiman, and Talmai, the children of Anak. And he went up thence to the inhabitants of Debir: and the name of Debir before was Kirjathsepher. And Caleb said, He that smiteth Kirjathsepher, and taketh it, to him will I give Achsah my daughter to wife. And Othniel the son of Kenaz, the brother of Caleb, took it: and he gave him Achsah his daughter to wife. And it came to pass, as she came unto him, that she moved him to ask of her father a field: and she lighted off her ass; and Caleb said unto her, What wouldest thou? Who answered, Give me a blessing; for thou hast given me a south land; give me also springs of water. And he gave her the upper springs, and the nether springs.”
We can see, from this passage, that Caleb was not only an experienced soldier but he was also a capable general as well. We should note that Hebrew poetry is characterised by repetition or parallelism. Even though this passage is historical prose the point about Caleb and the Lord keeping His specific promise to Caleb is repeated. This is an important aspect in the process of learning the words of this book off by heart. Joshua was commanded to meditate on the book of the Law day and nigh.t (Josh 1:8–9, “This book of the law shall not depart out of thy mouth; but thou shalt meditate therein day and night, that thou mayest observe to do according to all that is written therein: for then thou shalt make thy way prosperous, and then thou shalt have good success. Have not I commanded thee? Be strong and of a good courage; be not afraid, neither be thou dismayed: for the LORD thy God is with thee whithersoever thou goest.”) for future generations it was important for them to remember the Book of the Law and the next phase in the Lord’s plan for Israel as well. Even though this information was written down they would appreciate the lessons much more if they were able to recite the Lord’s activities on a daily basis as well. The fact that the Lord specifically remembered His promise to Caleb was extremely important and worth repeating. This would act as an encouragement to everyone who was faithful in following the Lord’s recommendations in this regard. (compare Psalm 1, “Blessed is the man that walketh not in the counsel of the ungodly, nor standeth in the way of sinners, nor sitteth in the seat of the scornful. But his delight is in the law of the LORD; and in his law doth he meditate day and night. And he shall be like a tree planted by the rivers of water, that bringeth forth his fruit in his season; his leaf also shall not wither; and whatsoever he doeth shall prosper. The ungodly are not so: but are like the chaff which the wind driveth away. Therefore the ungodly shall not stand in the judgment, nor sinners in the congregation of the righteous. For the LORD knoweth the way of the righteous: but the way of the ungodly shall perish.”) As the general Caleb planned the operation and then sent volunteers to put his plans into action. He offered his daughter’s hand in marriage as a reward for the volunteer who led the mission. In those days marriage was more about an alliance between families than about love between two individuals at first.

Judah

Joshua 15:1–12, “This then was the lot of the tribe of the children of Judah by their families; even to the border of Edom the wilderness of Zin southward was the uttermost part of the south coast. And their south border was from the shore of the salt sea, from the bay that looketh southward: And it went out to the south side to Maalehacrabbim, and passed along to Zin, and ascended up on the south side unto Kadeshbarnea, and passed along to Hezron, and went up to Adar, and fetched a compass to Karkaa: From thence it passed toward Azmon, and went out unto the river of Egypt; and the goings out of that coast were at the sea: this shall be your south coast. And the east border was the salt sea, even unto the end of Jordan. And their border in the north quarter was from the bay of the sea at the uttermost part of Jordan: And the border went up to Bethhogla, and passed along by the north of Betharabah; and the border went up to the stone of Bohan the son of Reuben: And the border went up toward Debir from the valley of Achor, and so northward, looking toward Gilgal, that is before the going up to Adummim, which is on the south side of the river: and the border passed toward the waters of Enshemesh, and the goings out thereof were at Enrogel: And the border went up by the valley of the son of Hinnom unto the south side of the Jebusite; the same is Jerusalem: and the border went up to the top of the mountain that lieth before the valley of Hinnom westward, which is at the end of the valley of the giants northward: And the border was drawn from the top of the hill unto the fountain of the water of Nephtoah, and went out to the cities of mount Ephron; and the border was drawn to Baalah, which is Kirjathjearim: And the border compassed from Baalah westward unto mount Seir, and passed along unto the side of mount Jearim, which is Chesalon, on the north side, and went down to Bethshemesh, and passed on to Timnah: And the border went out unto the side of Ekron northward: and the border was drawn to Shicron, and passed along to mount Baalah, and went out unto Jabneel; and the goings out of the border were at the sea. And the west border was to the great sea, and the coast thereof. This is the coast of the children of Judah round about according to their families.”
Caleb was Judah’s leader and he had chosen his own inheritance, as he was promised. The rest of the people in his tribe were allocated their inheritance around his portion so that the tribe could have a continuous possession. The borders were defined and recored so that there would be no question as to where they should live. The next step was for the land to be allocated to individual families. The Lord had promised and the Lord had kept his promise for the faithful Caleb and his tribe.

Caleb

Joshua 14:6–15, “Then the children of Judah came unto Joshua in Gilgal: and Caleb the son of Jephunneh the Kenezite said unto him, Thou knowest the thing that the LORD said unto Moses the man of God concerning me and thee in Kadeshbarnea.  Forty years old was I when Moses the servant of the LORD sent me from Kadeshbarnea to espy out the land; and I brought him word again as it was in mine heart. Nevertheless my brethren that went up with me made the heart of the people melt: but I wholly followed the LORD my God. And Moses sware on that day, saying, Surely the land whereon thy feet have trodden shall be thine inheritance, and thy children’s for ever, because thou hast wholly followed the LORD my God. And now, behold, the LORD hath kept me alive, as he said, these forty and five years, even since the LORD spake this word unto Moses, while the children of Israel wandered in the wilderness: and now, lo, I am this day fourscore and five years old. As yet I am as strong this day as I was in the day that Moses sent me: as my strength was then, even so is my strength now, for war, both to go out, and to come in. Now therefore give me this mountain, whereof the LORD spake in that day; for thou heardest in that day how the Anakims were there, and that the cities were great and fenced: if so be the LORD will be with me, then I shall be able to drive them out, as the LORD said. And Joshua blessed him, and gave unto Caleb the son of Jephunneh Hebron for an inheritance. Hebron therefore became the inheritance of Caleb the son of Jephunneh the Kenezite unto this day, because that he wholly followed the LORD God of Israel. And the name of Hebron before was Kirjatharba; which Arba was a great man among the Anakims. And the land had rest from war.”
Caleb was a recognised leader in the tribe Judah. (see Num 13:6, “Of the tribe of Judah, Caleb the son of Jephunneh.”) He and Joshua were the only two spies who were not afraid of giants and encouraged the Israelis to enter the Land and defeat the giants. Joshua had to wait for forty years while Israel wandered in the desert and then it took another five years of the invasion campaign to run its course. Caleb was getting older, even though he was still fit to fight in a war and was a wise and experienced leader. He wanted to have the land that Moses promised him forty five years before. (Numbers 14:24, “But my servant Caleb, because he had another spirit with him, and hath followed me fully, him will I bring into the land whereinto he went; and his seed shall possess it.” Deuteronomy 1:36, “Save Caleb the son of Jephunneh; he shall see it, and to him will I give the land that he hath trodden upon, and to his children, because he hath wholly followed the LORD.”) He went to Joshua and asked for the land that he had been promised. Joshua chose one of the cities that were inhabited by giants because he had wanted to conquer giants before but was prevented by the unbelief of others. When Joshua told Caleb he could take that land he chose to go to a great leader of the giants, Arba. Caleb followed the Lord’s command and drove out the giants then his portion of the Promised Land was at peace because the Lord had been honoured.

Unto the Levites

Joshua 14:1–5, “And these are the countries which the children of Israel inherited in the land of Canaan, which Eleazar the priest, and Joshua the son of Nun, and the heads of the fathers of the tribes of the children of Israel, distributed for inheritance to them. By lot was their inheritance, as the LORD commanded by the hand of Moses, for the nine tribes, and for the half tribe. For Moses had given the inheritance of two tribes and an half tribe on the other side Jordan: but unto the Levites he gave none inheritance among them. For the children of Joseph were two tribes, Manasseh and Ephraim: therefore they gave no part unto the Levites in the land, save cities to dwell in, with their suburbs for their cattle and for their substance. As the LORD commanded Moses, so the children of Israel did, and they divided the land.”
The priests were dedicated to representing the Lord to the people and representing the people to the Lord. They were not given a continuous territory for themselves but given townships and land among the other tribes so that they could, indeed, do their job as required. The rest of the tribe of Levi were dedicated to serving the priests and doing the many ancillary tasks that were required to allow the priest to be effective in their role. These people also were to live close to the priests so that they could allow the priest to be dedicated to their role. This is why the people on the eastern side of the River were required to allocate towns withe their hinterlands to the tribe of Levi for the entire nation was still dedicated to the One Lord.

Divide this Land

Joshua 13:7–33, “Now therefore divide this land for an inheritance unto the nine tribes, and the half tribe of Manasseh, With whom the Reubenites and the Gadites have received their inheritance, which Moses gave them, beyond Jordan eastward, even as Moses the servant of the LORD gave them; From Aroer, that is upon the bank of the river Arnon, and the city that is in the midst of the river, and all the plain of Medeba unto Dibon; And all the cities of Sihon king of the Amorites, which reigned in Heshbon, unto the border of the children of Ammon; And Gilead, and the border of the Geshurites and Maachathites, and all mount Hermon, and all Bashan unto Salcah; All the kingdom of Og in Bashan, which reigned in Ashtaroth and in Edrei, who remained of the remnant of the giants: for these did Moses smite, and cast them out. Nevertheless the children of Israel expelled not the Geshurites, nor the Maachathites: but the Geshurites and the Maachathites dwell among the Israelites until this day.  Only unto the tribe of Levi he gave none inheritance; the sacrifices of the LORD God of Israel made by fire are their inheritance, as he said unto them. And Moses gave unto the tribe of the children of Reuben inheritance according to their families. And their coast was from Aroer, that is on the bank of the river Arnon, and the city that is in the midst of the river, and all the plain by Medeba; Heshbon, and all her cities that are in the plain; Dibon, and Bamothbaal, and Bethbaalmeon, And Jahazah, and Kedemoth, and Mephaath, And Kirjathaim, and Sibmah, and Zarethshahar in the mount of the valley, And Bethpeor, and Ashdothpisgah, and Bethjeshimoth, And all the cities of the plain, and all the kingdom of Sihon king of the Amorites, which reigned in Heshbon, whom Moses smote with the princes of Midian, Evi, and Rekem, and Zur, and Hur, and Reba, which were dukes of Sihon, dwelling in the country.  Balaam also the son of Beor, the soothsayer, did the children of Israel slay with the sword among them that were slain by them. And the border of the children of Reuben was Jordan, and the border thereof. This was the inheritance of the children of Reuben after their families, the cities and the villages thereof. And Moses gave inheritance unto the tribe of Gad, even unto the children of Gad according to their families. And their coast was Jazer, and all the cities of Gilead, and half the land of the children of Ammon, unto Aroer that is before Rabbah; And from Heshbon unto Ramathmizpeh, and Betonim; and from Mahanaim unto the border of Debir; And in the valley, Betharam, and Bethnimrah, and Succoth, and Zaphon, the rest of the kingdom of Sihon king of Heshbon, Jordan and his border, even unto the edge of the sea of Chinnereth on the other side Jordan eastward. This is the inheritance of the children of Gad after their families, the cities, and their villages. And Moses gave inheritance unto the half tribe of Manasseh: and this was the possession of the half tribe of the children of Manasseh by their families. And their coast was from Mahanaim, all Bashan, all the kingdom of Og king of Bashan, and all the towns of Jair, which are in Bashan, threescore cities: And half Gilead, and Ashtaroth, and Edrei, cities of the kingdom of Og in Bashan, were pertaining unto the children of Machir the son of Manasseh, even to the one half of the children of Machir by their families. These are the countries which Moses did distribute for inheritance in the plains of Moab, on the other side Jordan, by Jericho, eastward. But unto the tribe of Levi Moses gave not any inheritance: the LORD God of Israel was their inheritance, as he said unto them.”
The entire Promised Land was available and undefended by the armies of the former city states but the Lord required that the Land be divided among the tribes. A census of the tribes had been taken so that each tribe would receive a just amount of inheritance according to their numbers.The tribes that had chosen to live on the eastern side of the River were already catered for and all they had to do was go back to their own families and begin their new lives. A list of the territories was written down so that there would be no room for argument later as to which land belonged to which tribe.

Joshua was old

Joshua 13:1–6, “Now Joshua was old and stricken in years; and the LORD said unto him, Thou art old and stricken in years, and there remaineth yet very much land to be possessed. This is the land that yet remaineth: all the borders of the Philistines, and all Geshuri, From Sihor, which is before Egypt, even unto the borders of Ekron northward, which is counted to the Canaanite: five lords of the Philistines; the Gazathites, and the Ashdothites, the Eshkalonites, the Gittites, and the Ekronites; also the Avites: From the south, all the land of the Canaanites, and Mearah that is beside the Sidonians, unto Aphek, to the borders of the Amorites: And the land of the Giblites, and all Lebanon, toward the sunrising, from Baalgad under mount Hermon unto the entering into Hamath. All the inhabitants of the hill country from Lebanon unto Misrephothmaim, and all the Sidonians, them will I drive out from before the children of Israel: only divide thou it by lot unto the Israelites for an inheritance, as I have commanded thee.”
When Joshua was old, the Lord told him that the Land still had to be possessed. Even though the armies had met in battle and Israel had been successful in their battles, except for the first battle against Ai, the people still had to go from town to town, house to house to take possession of the entire territory. This job had to be done by the individual tribes who were going to live in each place. All the Israeli army had been put in the field to conquer the Canaanites but each tribe was responsible for their own territory. From the south to the north and the east to the west all the tribes on the western side of the Jordan River had to complete their own task on their own behalf.

These are the kings

Joshua 12:7–24, “And these are the kings of the country which Joshua and the children of Israel smote on this side Jordan on the west, from Baalgad in the valley of Lebanon even unto the mount Halak, that goeth up to Seir; which Joshua gave unto the tribes of Israel for a possession according to their divisions; In the mountains, and in the valleys, and in the plains, and in the springs, and in the wilderness, and in the south country; the Hittites, the Amorites, and the Canaanites, the Perizzites, the Hivites, and the Jebusites: The king of Jericho, one; the king of Ai, which is beside Bethel, one; The king of Jerusalem, one; the king of Hebron, one; The king of Jarmuth, one; the king of Lachish, one; The king of Eglon, one; the king of Gezer, one; 13 The king of Debir, one; the king of Geder, one; The king of Hormah, one; the king of Arad, one; The king of Libnah, one; the king of Adullam, one; The king of Makkedah, one; the king of Bethel, one; The king of Tappuah, one; the king of Hepher, one; The king of Aphek, one; the king of Lasharon, one; The king of Madon, one; the king of Hazor, one; The king of Shimronmeron, one; the king of Achshaph, one; The king of Taanach, one; the king of Megiddo, one; The king of Kedesh, one; the king of Jokneam of Carmel, one; The king of Dor in the coast of Dor, one; the king of the nations of Gilgal, one; The king of Tirzah, one: all the kings thirty and one.”
This passage gives us evidence that it was written at a very early stage in Israel’s history. The names of the kings and the places are given without explanation, assuming that the primary readers knew the places and it was not essential to give explanatory notes (compare Genesis 35:6, “So Jacob came to Luz, which is in the land of Canaan, that is, Bethel, he and all the people that were with him.” This passage was written by Joseph but the entire collection was complied by Moses so he used the explanatory note for his readers.) The list is exhaustive and shows that Joshua completed his task exhaustively. At this stage, Israel were ready to move on to the next stage, that is, occupation. Joshua’s job was to invade and conquer but then the task of occupying the Land was left to others because, as we will see later, the tribes had to occupy their own possession in their own right.
