Not enter into the congregation

Deuteronomy 23:1–8, “He that is wounded in the stones, or hath his privy member cut off, shall not enter into the congregation of the LORD. A bastard shall not enter into the congregation of the LORD; even to his tenth generation shall he not enter into the congregation of the LORD. An Ammonite or Moabite shall not enter into the congregation of the LORD; even to their tenth generation shall they not enter into the congregation of the LORD for ever: Because they met you not with bread and with water in the way, when ye came forth out of Egypt; and because they hired against thee Balaam the son of Beor of Pethor of Mesopotamia, to curse thee. Nevertheless the LORD thy God would not hearken unto Balaam; but the LORD thy God turned the curse into a blessing unto thee, because the LORD thy God loved thee. Thou shalt not seek their peace nor their prosperity all thy days for ever. Thou shalt not abhor an Edomite; for he is thy brother: thou shalt not abhor an Egyptian; because thou wast a stranger in his land. The children that are begotten of them shall enter into the congregation of the LORD in their third generation.”
The Lord God created a perfect earth and placed the world upon it. (according to 1 Sam 2:8 , “He raiseth up the poor out of the dust, and lifteth up the beggar from the dunghill, to set them among princes, and to make them inherit the throne of glory: for the pillars of the earth are the LORD’S, and he hath set the world upon them.” the world is placed upon the pillars of the earth) When the Lord created the world, He created everything perfect and without sin. After sin came into the world then came imperfection and disabilities. We know that the Lord cares for the widow and the orphan, (see Ex 22:21, 22, “Thou shalt neither vex a stranger, nor oppress him: for ye were strangers in the land of Egypt. Ye shall not afflict any widow, or fatherless child.”) We can extend this to any person who is “different” in any way, including people with physical disabilities. However, when it comes to atoning for sin, the people involved must not be afflicted by the gross effects of sin. This is not to say that anyone serving as a priest was sinless while those who are afflicted are not sinless. When the Lord God began creating, He established chaos and then brought order from that chaos. After sin came into the world, chaos descended on that order moving the world from a predictable system to chaotic system, that is system that it unpredictable. This is why bad things happen to good people and good things happen to bad people while they live on the earth.
