Israel lamented

(The view expressed in this blog are my own and should not be taken as inspired in any way.)
1 Samuel 7:1–2, “And the men of Kirjathjearim came, and fetched up the ark of the LORD, and brought it into the house of Abinadab in the hill, and sanctified Eleazar his son to keep the ark of the LORD. And it came to pass, while the ark abode in Kirjathjearim, that the time was long; for it was twenty years: and all the house of Israel lamented after the LORD.”

Eli and his sons were dead. Samuel was still young and in training so the people didn’t recognise him as a leader. No one knew what to do with the Ark of the Covenant. The people of Bethshemesh were, rightly, scared so they didn’t want to have custody of the ark. Kirjathjearim was a nearby town so they came and collected the ark and brought it to the home of a man called Abinadab. He put the ark in a safe and secret place, as was required and everybody forgot about the ark for a while. During this twenty year period all the Israelis wanted to serve the Lord but they didn’t know quite what to do because there was no one to teach them.
