Nehemiah 9:1–3, “Now in the twenty and fourth day of this month the children of Israel were assembled with fasting, and with sackclothes, and earth upon them. And the seed of Israel separated themselves from all strangers, and stood and confessed their sins, and the iniquities of their fathers. And they stood up in their place, and read in the book of the law of the LORD their God one fourth part of the day; and another fourth part they confessed, and worshipped the LORD their God.”

The Lord made a contract with Israel because they were the apple of His eye and He loved them. They agreed to keep their part of the contract and obey the Lord as He had given the Law to them. Eventually they were forced out of their own Land for their sin but the Lord brought them back again. It was important that they trust the Lord to act both graciously and mercifully but this could only happen if they were willing to confess their sin and repent. After celebrating the Feast of Booths, the returnees decided that they should confess their sin and repent. They read the book of the Law to remind themselves of their obligations. In that context, they confessed their sin and worshipped the Lord.
